To the Northeast Bureau and Others[1]

The original provision stipulates that all shall cease to be used, which is in principle correct under the present circumstances in the Northeast, but the following sentence must still be added at the end of the document: "However, for certain currencies, such as the gold yuan note, the democratic government may assist holders in dumping them into enemy-occupied areas." Because the currency issue bears greatly upon the people's interests, and the gold yuan note still possesses considerable value, if all are uniformly invalidated, ordinary citizens will suffer too great a loss. The government should still, by the method of reducing the exchange rate, redeem a certain amount within a set time limit and dump them into Chiang Kai-shek's areas.
