October 22, 1948 To Commander Wu, Brigadier Generals Yang, Zhao, and He, with copy to all officers and men: It gives us great pleasure to learn that you and your troops have risen in revolt, issued a public telegram, and resolved to join the cause of the people’s liberation.
The Communist Party of China, standing firmly on the side of the people, extends a warm welcome to all officers and men of the Nationalist army, regardless of their past conduct.
Provided that, at this critical juncture of the People’s Liberation War, they can awaken to the truth, break away from the reactionary leadership of the Nationalist government, and enter the ranks of the People’s Liberation Army, resolutely opposing U.S. imperialism and its lackey, the Nationalist reactionaries, we shall greet them heartily.
Your noble act this time accords with the aspirations of the people and is most worthy of celebration.
We further urge you to unite the entire army, strive for progress, improve relations between officers and men as well as between the military and the civilian population, and fight tirelessly for the revolutionary war’s victory throughout the country.
