Letter to Peng Zhen1
(October 7, 1948)
Comrade Peng Zhen:
I have read the letter from Liu Lantao.2 The Central [Committee] Organization
[Department] should send a directive to the organization departments of all central bureaus and local bureaus formulating a system for requesting instructions
and reporting. The directive should stipulate which important matters require
requests for instructions and reporting. Henceforth, there should be a continuous
supervised push to build up the work of the Organization Department. I hope you
can consider and handle this matter with Comrade An Ziwen.3

1.  Peng Zhen was a Politburo member and head of the Organization Department of the
Central Committee of the Chinese Communist Party.
2.  Liu Lantao was a member of the Standing Committee of the North China Bureau of
the Central Committee and head of the bureau’s Organization Department.
3.  An Ziwen was deputy director of the Organization Department of the Central Committee.
