Telegram to Shen Junru, Tan Pingshan, Zhang Bojun, and Cai Tingkai[1]

We are extremely gratified that you, gentlemen, have arrived safely in Harbin. We are currently inviting representatives from domestic and overseas Chinese, various democratic parties, various people’s organizations, and democrats without party affiliation to come to the Liberated Areas, in preparation for convening a Political Consultative Conference at an appropriate time next year. We still hope for your guidance at any time, so that the preparatory work for the conference may be brought to perfection.
