In this way, our army can, in the first step, annihilate the enemy in the five cities of Xingcheng, Suizhong, and others, and in the second step, concentrate the main forces to attack Jinzhou and strike at enemy reinforcements. It has been decided to use six columns to attack along the Beiping-Liaoning Railway, and to position five columns northwest of Shenyang and between Changchun and Shenyang to block reinforcements.
