Party Newspapers Must Unconditionally
Propagate the Path and Policies of the
Central Committee1
(August 28, 1948)
Each area’s Party newspaper must unconditionally propagate the Central
Committee’s path and policies, and in its propaganda, it shall not allow the Central
Committee to be placed on the same level as those organs that are entrusted with
carrying out the Central Committee’s path, policies, and missions (that is, each
central bureau, sub-bureau, Central Military Commission branch, and front committee). On the contrary, these newspapers must make public in both internal and
external Party statements that all organs entrusted by the Central Committee are
carrying out the Central Committee’s path, policies, and missions. Each central
bureau, sub-bureau, Central Military Commission branch, and front committee,
while issuing its own resolutions, notices, orders, and ordinances, must also pay
attention to these points, and shall not place itself in a position equal to that of
the Central Committee or go so far as to create the effect that it is higher than the
Central Committee.

reporting to and seeking instructions from the Central Committee by each central bureau,
sub-bureau, area command, Central Military Commission branch, and front committee.
This resolution was passed during the meeting of the Politburo of the Central Committee
in September 1948.
