Added Remarks While Reviewing the Telegram from the Central Committee of the Communist Party of China to the Northeast Bureau on the Issue of Handling Factory Workers and Staff in Occupied Cities

When occupying cities, except for those who offer armed resistance or carry out sabotage, who must be arrested, all other persons, including important officials of the Kuomintang, must not be arrested by the army. Arrests of those important officials and the most reactionary elements should be considered by the democratic government on a case-by-case basis only after order has been restored, and excessive and indiscriminate arrests must be avoided by all means.
