The guerrilla zones in the South should implement the social policy of reducing rent and interest rates and the financial policy of equitable distribution of burdens, so as to unite with and neutralize all possible social forces and strive for victory in the guerrilla war. They should not prematurely carry out the policy of land distribution, which would lead to their own isolation.
