(July 29, 1948)

The military offensives of U.S. imperialism and the Kuomintang reactionaries have long since proved to be failures, and their defense has also proved to be a failure. The fortified cities and fortified zones on which they ultimately relied to resist the Liberation Army and preserve themselves have, under conditions where the Liberation Army’s capability for storming fortifications has greatly increased, already proved to be failures and will continue to prove so in the future. What military means, then, do the Kuomintang reactionaries and their master, U.S. imperialism, still have to resist the offensives of the Liberation Army and prevent the victory of the Liberation Army? Their complete defeat is already a matter beyond all doubt.

The Chinese revolution cannot achieve complete victory in a single armed and simple struggle, and the Chinese reactionary forces cannot be completely wiped out under one or a few blows. Although the Chinese people have already thoroughly eliminated the reactionary forces in vast areas, the reactionary forces still exist in other vast areas, and with the aid of U.S. imperialism, they still retain a certain amount of strength and continue to oppress the people there. Therefore, the Chinese people’s revolution can only achieve victory step by step, the enemy’s positions can only be captured one by one, and the reactionary forces can only be wiped out part by part. Therefore, the Chinese people must still prepare to continue waging arduous struggles in war, and must be prepared to spend at least another three or four years in such arduous struggles before they can finally liberate all of China and unify China on the basis of democracy.
