It is hoped that you will strictly urge your subordinate units to rigorously implement the reporting system, and that you yourselves will set an example by strictly observing the reporting system to the Central Committee, thoroughly eliminate the incorrect attitude of not requesting instructions beforehand and not submitting reports afterward, and thoroughly rectify certain serious conditions of indiscipline and anarchism that exist.
