(1) The Central Committee of the Communist Party of China fully endorses the resolution adopted by the Information Bureau meeting, attended by the communist parties of Bulgaria, Romania, Hungary, Poland, the Soviet Union, Germany, Czechoslovakia, and Italy, concerning the issue of the Communist Party of Yugoslavia. The convening of this meeting and the adoption of this resolution constitute a duty that international communists must fulfill in order to safeguard the principles of Marxism-Leninism, to defend the revolutionary cause of the world working class and the peoples of all countries, and to protect world peace and democracy, as well as to shield the Yugoslav people from being deceived and invaded by U.S. imperialism.

(2) The leadership group of the Communist Party of Yugoslavia, represented by Tito, Kardelj, Djilas, and Ranković, in its treacherous and erroneous domestic and foreign policies, has violated fundamental tenets of Marxism-Leninism—such as the principled distinction between socialist and capitalist states, the necessity and importance of international assistance to revolutionary movements in various countries, the theory of class struggle, the leading role of the proletariat in the people’s revolutionary cause, the nature of the party as the highest form of class organization, the principle of democratic centralism within the party, and the significance of criticism and self-criticism among party members—and has thereby sunk into the quagmire of bourgeois nationalism and bourgeois party politics. By pursuing anti-Marxist-Leninist domestic and foreign policies, by adopting an anti-Soviet stance, by suppressing intra-party criticism, by rejecting the fraternal criticism offered by the Communist Party of the Soviet Union and other communist parties, by refusing to participate in the meetings of the Information Bureau, and by continuing, even after the publication of the Bureau’s resolution, to suppress sound opinions both inside and outside the Yugoslav Communist Party and to maintain hostility toward the international communist movement, the Tito clique has gravely undermined the revolutionary cause of the Yugoslav people and has given cause for rejoicing to Yugoslavia’s enemies. The Communist Party of China earnestly hopes that the internationalist elements within the Communist Party of Yugoslavia will resolutely rise up to correct the errors of the Tito clique, so that the Yugoslav Communist Party may once again return to the path of Marxism-Leninism and proletarian internationalism.

(3) The Central Committee of the Communist Party of China holds that the events unfolding within the Yugoslav Communist Party are neither accidental nor isolated incidents; rather, they are a reflection of class struggle within the ranks of the proletarian revolution. In any society where classes still exist, opportunistic elements imbued with bourgeois counter-revolutionary ideas will invariably seek to infiltrate the revolutionary forces of the proletariat and the communist parties, attempting to seize opportunities to undermine the revolutionary cause from within. Such phenomena have occurred repeatedly throughout the history of the international communist movement; within the Communist Party of China, they manifested themselves in the forms of Chen Duxiuism and Zhang Guotaoism. This reality demands that communists constantly raise their level of consciousness and intensify their education in Marxist-Leninist theory, so as to promptly identify and combat these bourgeois elements, thereby safeguarding the revolutionary cause of the proletariat and the people against sabotage and loss, and maintaining the ideological and political purity of the party. To this end, the Central Committee of the Communist Party of China resolves that ×××××××××××××××× all party organizations should carefully study the resolution of the Communist Information Bureau concerning the Yugoslav Communist Party, using it as an opportunity to strengthen intra-party education on class issues, party principles, internationalism, the spirit of self-criticism, and discipline.
