I have drafted a reply telegram to the Central Plains Bureau. Please review it. If you agree, please send it out. The directive of the Central Plains Bureau may be issued to the various central bureaus, sub-bureaus, and front committees outside the Central Plains, provided that the sentences added in the reply telegram are included. In addition, there are some erroneous and missing characters in that directive. Where the meaning is clear, corrections may be made directly; where the meaning is unclear, it is necessary to inquire with the Central Plains Bureau to clarify and make corrections before issuing it. With this document from the Central Plains Bureau, the Central Committee need not issue another document of this kind.
