Added Remarks on the Circular Transmitting the North China Bureau’s Plan for Implementing the Central Committee’s 1948 Directive on Land Reform and Party Consolidation

It is imperative, in accordance with the Central Committee’s directive, to draw a clear distinction between areas where the land problem has already been resolved and areas where it has not yet been resolved, and to announce this publicly. In areas where the land problem has not yet been resolved and where both the subjective and objective conditions are fully ripe for and require the implementation of equal distribution of land, it is essential to strive to carry this through to completion in one go, achieving a thorough resolution, so as to benefit production.
