To All Central Bureaus, Sub-Bureaus, and Front Committees[1]

The Central Committee has decided to slightly revise the two documents from 1933, *How to Analyze Classes* and *Decisions on Certain Questions in the Land Struggle*, and broadcast them via the Xinhua News Agency. Upon receipt, all localities should immediately publish them in newspapers and print them as pamphlets (with Comrade Ren Bishi’s report attached as an appendix) to be distributed to Party committees at all levels and work teams, to be treated as formal documents and implemented accordingly. The draft of the *Regulations on the Classification of Various Social Classes and Their Treatment in the Land Reform* still requires further collection of opinions for consideration and revision and is not to be published for the time being. It may serve as a reference document for higher-level leading organs and should not be widely printed and distributed.
