To the Jin-Sui Branch Bureau, with copy to the North China Bureau and the Northwest Bureau: We have received your telegram of the 5th.
(1) As your force of over ten thousand personnel moves into the Yuncheng area, you must clearly instruct all personnel on the proper attitude to adopt toward the local population and the local Party, government, and military organs.
(2) The Central Committee has decided to place under your jurisdiction the region stretching from Zhaocheng in the north to Puzhou in the south, along the Tongpu Railway line and westward thereof. You should make preparations for the handover and administration of this area, taking care not to allow the transfer to give rise to discontent among the personnel or to the loss of materials.
With regard to the specific arrangements for the handover, reception, and demarcation of boundaries, we request that the North China Bureau draw up a plan and notify both the Jin-Sui Branch Bureau and the local Party, government, and military organs, so as to ensure that the division does not lead to dissatisfaction or losses.
(3) For at least a certain period, the Branch Bureau should direct its primary attention to the work of taking over the various counties.
(4) The Branch Bureau should accord high priority to industrial production in its leadership work.
Once the conditions for industrial production are in place, if the Party fails to pay due attention to restoring and developing industry, if Party leaders lack knowledge of industrial affairs, or if they do not make a concerted effort to acquire such knowledge, then mistakes are bound to be made.
After the recapture of Yan’an, the Northwest Bureau likewise must focus on restoring and developing industry.
