Supplementary Directive on the Establishment of a Reporting System

(March 25, 1948)

To the Central Working Committee for transmission to all Central Bureaus, Sub-Bureaus, and Front Committees:

In order that the Central Committee may be fully informed of the situation, in addition to the already stipulated reporting system which must be strictly observed, it is hereby stipulated:

(1) All directives and replies of a policy or strategic nature issued by you to lower levels, regardless of the issue they pertain to (military affairs, land reform, finance, economy, Party consolidation, political power, foreign affairs, workers’, youth, and women’s movements, propaganda, organization, culture and education, urban work, elimination of counterrevolutionaries, beating and killing of people, and treatment of middle-of-the-road personages, etc.), and whether issued by telegram or in writing, must simultaneously be sent in one copy to the Central Committee.

(2) Reports of a policy or strategic nature made to you by lower levels, where the content is important, must also simultaneously be communicated to us; for lengthy ones, a summary should be sent by telegram or letter.

(3) Every member and alternate member of the Central Committee has the duty and the right to individually report the situation and state their views to the Central Committee or the Chairman of the Central Committee at any time. Telegrams from members and alternate members of the Central Committee to the Central Committee or the Chairman of the Central Committee must be transmitted as required by the radio stations of all Central Bureaus, Sub-Bureaus, and Front Committees. On this matter, please notify by special letter the local members and alternate members of the Central Committee.

(4) The above three items are hereby established as a system, to be implemented from the Mao month of this year.
