To the Central Working Committee Telegram [1]

Merging the two Central Bureaus of Jin-Cha-Ji and Jin-Ji-Lu-Yu to establish a Northern Bureau is beneficial and harmless. The time is also ripe, and there is no need to delay. In our opinion, the two Central Bureaus should be merged with the Central Working Committee as the center to form the Northern Bureau, with Liu Shaoqi concurrently serving as First Secretary of the Northern Bureau, Bo Yibo as Second Secretary, and Nie Rongzhen as Third Secretary. The military and administrative organs of the two areas shall not be merged for the time being, but financial and economic affairs shall be gradually centralized under the North China Financial and Economic Office. The North China Financial Office shall actually manage the financial and economic affairs of the two areas, while also providing policy leadership over the financial and economic affairs of the East China and Northwest areas. After a few months, once the work in Party affairs and financial and economic affairs has been unified and brought into order, the military organs shall then be merged. After a regional people's congress is convened and a North China People's Democratic Government is elected, the governments of the two areas shall then be merged.
