To the Northeast Bureau and Others\(^1\)

The scope of attack in the land reform in the Northeast is excessively broad, which is extremely dangerous, and the policy must be immediately changed. In its resolution on the proclamation of the Land Law on Double Tenth Day last year, the Central Committee already pointed out that although the numbers of landlords and rich peasants vary from place to place in China, generally speaking they account for only eight to ten percent of the rural population. Even if there are more landlords and rich peasants in the Northeast than in other areas, they can by no means be so numerous as to constitute as much as one-fourth of the population or households. You must therefore greatly narrow the scope of attack, and what has been wrongly done must be corrected.
