Adopt the Bohai Army Consolidation Experience to Launch Democratic Movements in the Armed Forces[1]

In all units where the relations between officers and men are poor, discipline is bad, and combat effectiveness is weak, the Bohai army consolidation experience should be adopted, soldiers’ committees should be organized, and the democratic movement among the masses of soldiers should be boldly launched. This can only bring benefits and no harm.

[1] This is a comment written by Mao Zedong when he approved and forwarded Deng Zihui’s report on the Bohai army consolidation experience. On January 20, 1948, Deng Zihui, deputy secretary of the East China Bureau of the CPC Central Committee, reported to the CPC Central Committee on the situation of party consolidation, financial consolidation, and army consolidation in Bohai. The report pointed out that through democratic review, the Bohai army consolidation established soldiers’ committees in each company, mobilizing soldiers to criticize and examine cadres and Party members, resulting in extremely high class consciousness and activism among the soldiers. Such soldiers’ committees then became a regular institution, with the committees themselves managing food, recreation, and study, maintaining discipline on their own, and all promotions and demotions of company and platoon leaders passing through the soldiers’ committees. The admission and expulsion of Party members also sought the opinions of the soldiers’ committees and soldiers’ congresses. We believe this institution is the best system for strengthening unit unity, preventing warlordism, and enhancing combat effectiveness.
