Since it has been decided not to go and seize the middle section of the Han River, and the enemy situation is not pressing, if the grain supply problem can be resolved, the three armies of Liu-Deng, Su-Chen-Tang, and Chen-Xie should strive to rest and consolidate for a full month, replenish personnel and ammunition, handle the wounded and sick, train in technical skills, study tactics, universally carry out the grievance movement and the three-check movement, rectify discipline, and study urban policies as well as various strategies and methods for urban and rural mass work.
