Spokesperson of the Central Committee of the
Chinese Communist Party Sternly Censures
the Filthy Transactions between Chiang
Kaishek and the United States
(December 2, 1947)
(Xinhua News Agency, Northern Shaanxi, December 2) The spokesperson of the
Central Committee of the Chinese Communist Party said:
The Chiang Kaishek bandit gang and the American imperialists have recently
concluded yet another filthy transaction. The Chiang bandits have assented to
the demands of American imperialism, mortgaging China’s customs house for
loans from the United States. Ever since the bloody butcher Wedemeyer1 came to
China on an inspection trip, American imperialism has used the Chiang Kaishek
bandit gang to strip away several pieces of China’s national sovereignty. During
Wedemeyer’s stay in China, the Chiang Kaishek bandit gang sold the American
imperialists eight military bases, one naval base, three air force bases, three base
networks, and the right to invest $350 million in Guangdong and Guangxi. On
September 6, Young,2 an American, was appointed adviser to the Stabilization
Fund Committee, and he and the group of Americans he brought along have
already begun exercising their authority to supervise the finances of the Chiang
bandit government. On October 17, a notification from the Foreign Ministry of
the Chiang bandit government allowed the United States to station troops in
China, thus formally granting American imperialism the right to station military forces in China. In the so-called China-U.S. Relief Agreement signed on
October 27, the Chiang bandit government also granted American imperialism the right to exercise supervision over relief materials and similar materials produced in China or imported from abroad. The so-called Agreement of the
American Foundation for Education in China signed on November 10 is an
agreement in which the Chiang bandit government gives American imperialism the right to supervise culture and education. In addition to all of this, the
American imperialists have obtained increasing rights to train Chiang Kaishek’s
army. Moreover, they are attempting to organize a joint staff headquarters that
consists mainly of Americans, similar to that already existing in Greece, so they
can acquire the right to command Chiang’s army. Finally, the Chiang Kaishek
bandit gang also sold away sovereignty over customs. Although the Chiang bandits have sold off this much national sovereignty since July, the loans they have
received so far from the United States amount to only $27,700,000 in so-called
“food aid.” The loans they have not yet received but may eventually obtain
consist of the $67 million American cotton loan signed on September 12 of
last year, the $300 million announced by Marshall3 on November 11, and the
$60 million in “temporary support” recently put forward by the Foreign Affairs
Committee of the U.S. House of Representatives—that is all. Since the People’s
Liberation Army began its counterattack, the American reactionary camp has
already seen that the Chiang Kaishek bandit government, in its opposition to
the Chinese people’s struggle, is a “insupportable mangy dog,” and that no
assistance can save this mangy dog from eventual death. American imperialism
harbors extreme hatred for the Chinese people, but because the Chinese people
have proved that they can never be vanquished, the China policy of American
imperialism is to give the mangy dog only such “assistance” that neither fills its
stomach nor starves it to death, thus prolonging its life, the Chinese Civil War,
and the suffering of the Chinese people. Nonetheless, American imperialism
will never relent in its intrusions upon China’s sacred national sovereignty. As
the situation of the Chiang Kaishek bandit gang becomes increasingly dangerous, the greedy, miserly gold-dollar imperialists will impose increasingly harsh
conditions, using even less money to induce the Chiang Kaishek bandit gang to
sell off even more national sovereignty. Anyone among the American imperialists, any Tom, Dick, or Harry, any old scoundrel, can rebuke the mangy dog
Chiang Kaishek as he pleases. The Chiang bandits dare not utter a single word
of complaint and they must even show that they are happy to accept this.
The Chinese Communist Party Central Committee spokesperson continued:
All patriotic Chinese countrymen who want to take back China’s sacred
and inviolable national sovereignty must implement the content of the Chinese
People’s Liberation Army’s October 10 declaration4 and hasten the overthrow of the Chiang Kaishek bandit gang. The day of final reckoning for the arch usurper
of state power is not far off; the Chiang Kaishek bandit gang and the American
imperialists will be held fully responsible for all the serious consequences arising
from the evil business they have transacted.

1.  General Albert Coady Wedemeyer was Chiang Kaishek’s chief-of-staff from 1944 to
1945, commanding all American forces in China. President Truman sent Wedemeyer back
to China in 1947 to compile a report on what actions the United States should take in the
Chinese Civil War. He advised support for the Nationalist government.

2.  Arthur N. Young (1890–1984) was an economist who served as financial adviser to
the Chinese government and to the Central Bank of China from 1929 to 1946.

3.  American statesman George Marshall in late 1945 and early 1946 served as special
envoy to China in an unsuccessful effort to negotiate a coalition government between the
Nationalists and the Communists.
