Added passage to the report on the experience of the grievance education campaign in the Third Column of the Liaodong Army (September 28, 1947)

In the past, our grievance campaign has achieved considerable results. It should continue to be carried out in the future. In terms of content, it was previously multifaceted and broad in scope. At the current stage of deepening the campaign, the following points should be noted by all units:

(1) Focus on exposing feudal oppression. If the oppression is due to national oppression or other forms of oppression, it should be linked to feudal oppression and further guided toward the study of land policy.

(2) Mobilize cadres to voice grievances. Experience has proven that this is possible, as the majority of cadres throughout the army come from worker and peasant backgrounds. It has also been demonstrated that when cadres voice grievances, it can raise class consciousness. Sometimes, it has a greater impact than when soldiers voice grievances and can more effectively influence the masses.

(3) Combine the voicing of grievances within the army with that in local communities. Personnel should be sent to participate in local grievance assemblies, or typical representatives of the masses should be invited to voice grievances within the army. Comrades from the army may also go to local communities to voice grievances, so as to mobilize the masses, forge a flesh-and-blood bond between workers, peasants, and soldiers, and help them realize that all the poor are one family.

(4) Mobilize cadres from landlord or rich peasant backgrounds to expose the decline and darkness of the reactionary social system, thereby educating the masses from the opposite perspective and helping them understand the nature of the feudal class and its inevitable decline. There are already individual cases of such cadres denouncing the darkness of their own families and the crimes of oppressing the poor. This is a sign of progress and should be commended, not discriminated against.

(5) After voicing grievances, call for unity within the army. The purpose of class education is to raise the class consciousness of workers and peasants to a higher level, and to ensure that those from non-worker and non-peasant backgrounds thoroughly abandon the class standpoint of their origins, stand on the side of the laboring masses, and serve the people wholeheartedly.
