Telegram to Lin Biao, Luo Ronghuan, and Liu Yalou[1]

Although the Siping Campaign did not completely finish off the enemy, experience has been gained and a heavy blow has been dealt to the enemy. If the enemy reinforcements are too concentrated and difficult to strike, they may be abandoned and not attacked, and the troops may be rested and consolidated for one month, then go out on the offensive again in August. The proposed direction for the offensive is toward the Beining Railway sector.
