All bureaus and all leading comrades must examine whether similar circumstances[2] exist in the work of their own areas; if they do, they must be strictly rectified. It is imperative to proceed from the perspective of protracted war, and one must not attend only to the present and forget the future, nor attend only to the army and forget the people. This is of the utmost importance.
