Instruction on the Issue of Secrecy[1]

(June 13, 1947)

Hereafter, with regard to any documents issued through the Central Committee’s confidential telegrams, printing and distribution are prohibited without the permission of the Central Committee.

Private individuals are not permitted to record confidential matters of the Party, government, and military, nor are they permitted to carry such notebooks. The Central Committee has issued repeated circulars on this, and the prohibition is hereby reiterated.
