The majority of the units under Wen and Wang have been resting and reorganizing for over two months, while the minority have done so for over a month. A telegram has been sent to Taihang to provide them with replenishments. Please now consider whether, if these units have already received replenishments, they could be ordered to conclude their consolidation and training by mid-May and prepare to move to the Henan-Anhui-Jiangsu border area in late May or June in accordance with the plan of Liu and Deng. As one of the main forces in that area, they should seek opportunities to develop toward Henan (if the main force of Liu and Deng moves out to western Henan, then they should act in coordination with Liu and Deng).
