[2] In late February, the Northeast Democratic United Army crossed the Songhua River for the second time, launching an attack against the enemy. They annihilated over a regiment of the enemy garrison at Chengzijie north of Jiutai and wiped out more than 1,000 enemy reinforcements, effectively coordinating with the battle to defend Linjiang in the Southern Manchurian region.

In February 1947, the decision of the Central Committee of the Communist Party of China on restoring the Party committee system in the army, revised by Mao Zedong, affirmed the experience of the Jin-Cha-Ji Military Region in organizing Party committees and restored Party committees at all levels.
