We should engage in productive work and improve our livelihoods, ensuring that everyone has enough to eat and wear. In matters of marriage, funerals, and other rites, we must avoid extravagance.

It is as if we are climbing a mountain; we are almost at the summit. We have already overcome last year’s difficulties. However, Chiang Kai-shek, who seeks to undermine the Chinese People’s Political Consultative Conference politically, violate the armistice agreement militarily, and launch attacks against us, must be resolutely defeated. Only by doing so can we secure peace throughout the country.

Military personnel and civilians, as well as neighbors, should live in harmony and stand united, so that peaceful conditions may be realized at an early date.
