To Chen Yi and Su Yu[1]

(January 17, 1947)

Chen and Su:

If you feel that attacking Ou Zhen requires concentrating an even larger force, then could one division from the Fourth and Ninth Divisions be left behind? After finishing off Ou Zhen, it can return to central Shandong. Even if Tai’an falls, it does not matter.
