Agree to follow the organizational method of the Liu-Deng Area,[2] with the focus of command placed at the front. The existing field army headquarters shall be disbanded, and its personnel merged into the military region.

[2] The Liu-Deng Area refers to the Shanxi-Hebei-Shandong-Henan Military Region. During combat operations, this military region organized a command post to the front, while in peacetime the command post was integrated into the military region.
