Selecting and Sending Students to Study Tanks[1]

To the East China Bureau, and for the information of the Northeast Bureau:

We previously notified you to select six hundred students in Shandong to be sent to Dalian to study tanks, but have not yet received a reply telegram, and do not know whether the selection has begun. The opportunity is rare; it is hoped that a specifically designated person will be responsible for secretly selecting these students. They must be young and robust, Party members or reliable sympathizers, and secrecy must be maintained externally. Once selected, they are to proceed immediately to Dalian. Please advise on how this is to be carried out.
