We have carefully read your telegram of September 20, in which your league deplores the disastrous civil war and calls for peace. The points you raise strike at the very heart of the matter. Since the surrender of the Japanese aggressors, our Party has consistently taken peace, democracy, and national independence as its goals. However, the belligerent elements within the Kuomintang, backed by foreign aid from the U.S. government, have stubbornly clung to dictatorship and civil war, sabotaging the resolutions of the Political Consultative Conference, the army reorganization plan, and the armistice agreement. For several months now, they have imposed unreasonable demands as preconditions for negotiation, using these as a smokescreen to conceal their preparations for an all-out civil war. The situation has now reached its most critical stage. The key to resolution lies in the full and effective implementation of the January resolutions of the Political Consultative Conference. We earnestly hope that overseas Chinese compatriots—distinguished persons and leading figures—will continue to exert themselves tirelessly in the cause of peace, democracy, and national independence for our motherland. Our Party, too, will adhere to this principle and fight to the bitter end.
