To Li Xiannian, Ren Zhibin, and Wen Jianwu[1]

(September 16, 1946)

The Fourth Sub-District has repeatedly won victories in its operations against the diehards. This is most gratifying and reassuring. It is hoped that commendations will be issued accordingly. It is also hoped that the experience gained in establishing base areas in southern Shaanxi and western Henan will be regularly communicated to Wang, Liu, Luo, Wen, and Zhang Tixue[2] to encourage them to study and follow suit.

[1] This is the main content of a telegram drafted by Mao Zedong for the Military Commission of the CPC Central Committee to Li Xiannian, Ren Zhibin, and Wen Jianwu.
[2] Wang, Liu, Luo, and Wen refer to Wang Shusheng, Liu Zijiu, Luo Houfu, and Wen Minsheng. Zhang Tixue was then serving as Political Commissar of the 2nd Independent Brigade in Eastern Hubei. After the breakout of the Central Plains Military Region, he led his troops in persistent struggle in Eastern Hubei.
