Telegram to the Nanjing CPC Delegation and Others[1]

Please present a memorandum to the Nationalist and American sides. If they attack Zhangjiakou, it will signify a final rupture, and all consequences shall be borne by them. The memorandum is to be made public.

[1] This is the main content of a telegram drafted by Mao Zedong for the Central Committee of the Communist Party of China, addressed to the CPC delegation in Nanjing and concurrently informing the CPC representatives at the Peiping Executive Headquarters. On September 30, Zhou Enlai and others from the CPC delegation publicly issued a statement pointing out that if the Nationalist government does not immediately cease military operations against Zhangjiakou and its surrounding areas, the CPC cannot but consider it an open declaration of total rupture, and all consequences arising therefrom shall be the responsibility of the Nationalist side.
