To the Nanjing Delegation of the Chinese Communist Party and Others[1]

Resolve all issues in accordance with the January cease-fire agreement and the resolutions of the Political Consultative Conference of this year. If the Kuomintang and the United States launch a peace offensive, we shall immediately propose that both sides withdraw to the positions held prior to January 13. This includes: (1) withdrawal from occupied areas; (2) all troops moved north of the Yangtze River after January 13 must be demobilized. By thus firmly adhering to the cease-fire order and the Political Consultative Conference resolutions, we can defeat all unreasonable attacks.
