You must annihilate one to two enemy brigades between Siyang and Huaiyin, blunt the enemy’s edge, and wait for the main force under Su and Tan to arrive to wipe out the remaining enemy. This battle bears on the overall situation; it is hoped that you will concentrate all efforts and go all out.
