To Liu Bocheng and Deng Xiaoping[1]

(September 6, 1946)

Liu, Deng:

The Fifth Army has taken over the city defense of Shan County with one battalion, stationed one battalion at Majiliang between Shan County and Dangshan to maintain communications, and dispatched one regiment to the area south of Xiayi for mopping-up operations, with its main force stationed at Dangshan and Xiayi. Judging from this deployment, the army’s task is to maintain communications and expand occupied territory, and it has no intention of launching a large-scale offensive for the time being. This army is entirely American-equipped but has not yet been reorganized, hence it is still called an army and division, without brigades. The two divisions that have already arrived are two divisions; another division is moving from eastern Yunnan and can arrive in October. While in Huainan, this army had one battalion wiped out by our New Fourth Army. This army belongs to the Central Clique.
