Telegram to Zhou Enlai and Ye Jianying[1]

In this Anping investigation, the Kuomintang and the United States collaborated to fabricate evidence, making it appear inevitable that the Chinese Communist Party had planned the attack on American forces. Under such circumstances, we should prepare to announce all evidence proving that the Kuomintang and the United States attacked and we were forced to defend ourselves, and prepare to appeal to the international community. The disadvantage of this case for the American side is that it exposes the Kuomintang and the United States standing on one side; the false neutrality of the American side can hardly be maintained. Moreover, as the civil war progresses, our side is increasingly victorious, and within three months, this will plunge the United States and Chiang Kai-shek into a predicament.
