We must consciously make concessions to the rich peasants and uphold the Central Committee’s principle of not altering the land tilled by rich peasants themselves. However, in places where the issue has already been resolved and the consent of the majority of the people has been obtained, no further changes should be made. In addition, the treatment of ordinary small and middle landlords should also be differentiated from the treatment of traitors, local despots, and evil gentry.
