Zhou Enlai sent a telegram from Nanjing on July 10, stating that the Kuomintang plans to launch a large-scale offensive against the Jiangsu-Anhui border area on the 12th of this month. Full attention must be paid. After receiving this telegram, Su Yu led his forces to initiate the Central Jiangsu Campaign on July 13.
