All units temporarily remain in standby positions and intensify preparations[1]

Liu, Deng, Chen, Shu, Deng, Zhang[2]:

(1) Jiang[3], pressed from all sides, is about to issue an order to continue the cessation of attacks. In light of this, it is advisable for our various units to remain in standby positions for the time being, so as to avoid premature concentration that would expose our intentions. (2) We should make use of this opportunity, on the one hand, to intensify training in attacking fortified cities and to carry out concrete reconnaissance, and on the other hand, to step up the Gao Shuxun Movement. For example, with regard to the Yunnan Army’s 58th Division garrisoned between Xu and Beng[4], a specialized agency should be set up to assemble all Yunnan natives, who shall be led by this specialized agency directly to the vicinity of the various strongpoints between Xu and Beng to carry out work.

Deng and Zhang refer to Deng Zihui and Zhang Dingcheng, who were then respectively serving as Political Commissar and Commander of the Central China Military Region.
