Telegram to the CPC Delegation in Nanjing[1]

(June 25, 1946)

Our Party’s policy is to strive for long-term, comprehensive peace; if that is impossible, then to strive for a further extension of the truce; if that too is impossible, then please consider having Enlai return to Yan’an on a pretext, prepare to convene a people’s representative conference, and bring back necessary personnel, while leaving Comrade Dong Lao and other comrades to persist in the work of the delegation, pending changes in the situation. After probably half a year, peace may again be possible.
