(1) Agree with the opinion of He and Li to transfer two brigades southward from Suidong[3] to seize the northern section of the Tongpu Railway.

(2) Leave two brigades to firmly defend Suidong. If they encounter an offensive by Fu[4]’s forces, Nie and Liu shall order Chen Zhengxiang[5]’s corps to coordinate in annihilating them (Jiang[6]’s plan is to order Fu to use one army to launch a diversionary attack on Suidong, and another army, namely the 22nd Army, to launch a diversionary attack on northern Shaanxi). (3) Pay attention to concealment during movement. (4) Send personnel to Fu Zuoyi’s place for proper liaison.

[2] Nie and Liu refer to Nie Rongzhen and Liu Lantao, who were then respectively commander and political commissar, and deputy political commissar of the Jin-Cha-Ji Military Region.

[3] Sui refers to Suiyuan, an old provincial name covering the central part of today’s Inner Mongolia Autonomous Region, abolished in 1954.

[4] Fu refers to Fu Zuoyi, who was then commander of the 12th War Zone of the Nationalist Army.

[5] Chen Zhengxiang was then commander of the 4th Column of the Jin-Cha-Ji Field Army.

[6] Jiang refers to Chiang Kai-shek.
