Mr. Kuang Saichao and the three thousand overseas Chinese workers of the American Seamen's Union:

Having received your telegram [1], we have learned that you, fellow workers, call for an immediate stop to China's civil war, the abolition of the one-party dictatorship, and the establishment of a democratic coalition government, and that you express righteous indignation at the act of relying on foreign force to carry on the civil war. Your concern for the future of the motherland and your ardent love for peace and democracy arouse admiration and excitement.

It is deeply hoped that you will continue to redouble your efforts, to arouse all overseas Chinese in America, the entire American labor world, and people from all walks of life, to demand that the American authorities immediately stop any assistance to the Kuomintang dictatorial government, withdraw the American sea, land, and air forces stationed in China, and rescind the bill for continued military aid to China that has already been submitted to the U.S. Congress, so that China's peace and democracy may be realized at an early date and the traditional friendship between China and the United States may be preserved.

[1] This refers to the telegram from Kuang Saichao addressed to Madame Sun Yat-sen, Song Qingling, for forwarding to Jiang Jieshi, Chairman of the Kuomintang government, Mao Zedong, Chairman of the Communist Party of China, and Zhang Lan, Chairman of the China Democratic League. The telegram said: "The three thousand overseas Chinese members of the American Seamen's Union demand an immediate stop to China's civil war and the realization of peace and reconstruction in China, in accordance with the Ceasefire Agreement and the resolutions of the Political Consultative Conference. We abhor the method of using Japanese and puppet troops and U.S. forces in the civil war. We hold that the unprecedented corruption must be eliminated and the one-party dictatorship abolished and replaced by a democratic coalition government. The American labor world will do all in its power to support a democratic, free, and independent China."
