To the Northeast Bureau and Others[1]

In the Nanjing negotiations, Chiang Kai-shek permits our Party to station troops only in the four locations of Xing’an, Qiqihar, Bei’an, and Yanji, while Baichengzi, Harbin, Jiamusi, Mudanjiang, and Andong are all to be garrisoned by Chiang’s troops. We consider this unacceptable.
