Telegram to Zheng Weisan, Li Xiannian, and Wang Zhen[1]

(June 21, 1946)

The crisis of the Kuomintang is expanding as never before; the people in the large cities are extremely dissatisfied with the Kuomintang and an anti-war movement is brewing; famine is very serious in various provinces; many of the miscellaneous troops are wavering; public opinion in the United States has begun to criticize the Kuomintang. If civil war breaks out again, it is estimated that it will not last long, and peace negotiations may be possible after half a year.
