Mr. Kuang Saichao and the three thousand overseas Chinese members of the American Seamen's Union:

Having received your telegram, we have learned that you, our fellow workers, are calling for an immediate stop to China's civil war, the abolition of the one-party dictatorship, and the establishment of a democratic coalition government, and have expressed righteous indignation at the act of relying on foreign force to carry on a civil war. Your concern for the future of the motherland and your ardent love for peace and democracy arouse admiration and excitement. It is deeply hoped that you will continue to redouble your efforts, to arouse all overseas Chinese in America, the American labor world, and people from all walks of life, to demand that the American authorities immediately stop any assistance to the Guomindang dictatorial government, withdraw the American sea, land, and air forces stationed in China, and rescind the bill for continued military aid to China that has already been submitted to the U.S. Congress, so that China's peace and democracy may be realized at an early date, and the traditional friendship between China and the United States may be preserved.
