To Lin Biao, Peng Zhen, and Luo Ronghuan[1]

(1) If you are not in Harbin, you are expected to go to Harbin immediately to take charge of the major decisions on war and peace.

(2) The basic policy of our Party should be to achieve peace without sacrificing fundamental interests; a prolonged war is disadvantageous to us. (3) Enlai is coming to Yan’an today for a meeting, will return to Nanjing on the 9th,[2] and is scheduled to go to Harbin around the 12th[3] to meet with you. (4) If the Harbin airfield has been damaged, repair it promptly without delay. (5) The entire army should intensify rest and reorganization in preparation for renewed fighting.
