To Xiao Ke, Cheng Zihua, and Others[1]

(May 19, 1946)

The main objective of the Rehe operation is to draw in the 13th Army and the 93rd Army and wear them down. This campaign should focus on destroying railways, partially annihilating the enemy, and depleting their effective strength. The destruction of railways must be carried out thoroughly, ensuring that they cannot be repaired for a long time. This campaign should be extended until the end of the month, after which we will assess the situation and consider the issue of mediation. Do not conclude it too early, so as to facilitate assistance to the Northeast.
