Telegram to Zhou Enlai[1]

Marshall’s statement of the 20th appears to have been made at the behest of the U.S. government. We should express welcome for Marshall’s attitude of willingness to seek peace and for the three-point proposal put forward by the five members of the Democratic League[2].

Yan’an’s propaganda is to shift toward moderation as of today.

[2] The three conditions put forward by the five members of the Democratic League—Zhang Junmai, Huang Yanpei, Shen Junru, Zhang Bojun, and Liang Shuming—were: (1) the Communist troops withdraw from Changchun; (2) the Nationalist government troops no longer advance on Changchun, but proceed to take over Changchun peacefully; (3) the existing Northeast Political Affairs Committee shall in future be relocated to Changchun, but the committee members shall be determined through consultation and nomination by all sides, including representative local bodies in the Northeast.
